It was as plain as day in GoF that he cared about Ron more than his image and his dignity when he waded into the lake to drag him the rest of the way out.
Then in OotP he cuts the whole family out of his life but still writes to Ron to tell him he's proud of him and try in his totally wrong way to keep him from getting hurt by being Harry's friend.
Percy dotes on Ron. I'm so glad you saw it and wrote such a wonderful missing moment to demonstrate it to others.
I've always had the feeling that Percy looked after Ron when they were little and then got into a little battle for him with the twins.
